This is one of Caracals 'basic' decal sheets. This set is for Tactical Air Command fin markings. It comes with several different styles, including those with the lightning flash. Though listed as 1/48, there are also markings that would work in 1/72 scale. These sheets do not come with instructions, but examples are provided via a link on their web site.

The sheet is superbly printed by Cartograf so you know the quality is there.
