Allow me to do some paraphrasing from the Modelers Weapons shop press release on this along with some commentary on each.
First, it is listed as permanent, and from what I can tell by testing it, this is pretty much the case. One does need to wear some sort of gloves with this material as it is difficult to remove from hands and clothing.
It can be brushed on using either brushes or with a Q-tip. It is recommended that a dedicated set of weathering brushes be used for this material, because it sticks so well. In fact, it reminds me quite a bit of the Tamiya weathering sets, but this is a lot more of a powder so is really easier to apply.
Though I've not tried this yet, the press release says that it can be dissolved in water or clear paint and if applied in a largish batch, will clump up.
There are five colors available: Black, Red (actually more of a bright rust), yellow (a deep yellow), brown, and ferric green. As you can see from the image, these are packaged in 35mm film containers so there really is a lot of this stuff in each.
It is nice to see another weathering option for those of us who like to use pastels. I've several projects underway that can use this medium and I'll let you know how it works out.
