These PEA are photo etch add-on sets that are to complement other sets that don't include these pieces. My initial thought would be to include them in the original set, but perhaps there are a number of modelers who don't want them in the original sets or who want to use these with other sets. Regardless, this is a set of side skirts for use with either Tamiya or Dragon Panther F/G or Jagdpanther kits. At least that is what the instructions say. The header card says they are only for DML kits. The skirts are just that and one attaches them to the existing hangers. Apparently they can either be installed side by side or overlapping. A small instruction sheet accompanies the set and shows these alternative mountings.
